When tires are not breaking the bead or slow to break most likely the seals inside the cylinder have worn out. Water entering the system is probably the cause of the seals failing. Buying a Air Filter Regulator (FRLs) are a great way to prevent premature failure. Replacing table top seals may need to be replaced.
